Abstract

This article discusses the role of motivation and human resource (HR) empowerment in improving individual and organizational performance. Using qualitative descriptive methods, this article outlines motivation theories, including McClelland's need for achievement theory, Maslow's hierarchy of needs, and Alderfer's ERG theory. Motivation is divided into intrinsic and extrinsic, which are interrelated and important for achieving optimal results. This article explains empowerment as a process that increases the ability of individuals or groups to access resources and participate in decision-making. Various models of empowerment in Indonesia, such as participatory, economic, and socio-political empowerment, are identified to create independence and social justice. The participatory approach is strongly emphasized to ensure community involvement. This article also discusses approaches to community empowerment and the role of management in HR empowerment, including planning, motivation, evaluation, and creating a supportive work environment. The conclusion emphasizes the importance of a systematic and inclusive approach to community empowerment and the role of management in supporting HR development to improve performance sustainably.
